Established in 1992, the National Plant Operators Registration Scheme is one of the UK's leading accreditation and registration bodies, working across the construction, industrial, utilities, warehousing and distribution, agricultural, ports and marine sectors.

Since 2014 NPORS has been recognised by the UK Contractors Group (UKCG) and is an excellent alternative card scheme to the CPCS.

Construction Plant Certification Scheme (CPCS)

CPCS is recognised by the UK Contractors Group (UKCG) and Major Home Builders Group (MHBG), amongst others, as the preferred card to comply with codes of practice for competence and certification.

The Scheme is made up of a number of core elements, which are used to demonstrate the skills, competence and qualifications that determine eligibility for Scheme.

The cards available within the CPCS Scheme are;

  • Trained Operator (Red) Card
  • Competent Operator (Blue) Card

To obtain a CPCS Red Card delegates must;

  1. Pass the CITB Health, safety and environment test
  2. Pass the CPCS Theory Test (within two years of the CITB Health, safety and environment test)
  3. Pass the CPCS Practical Test (within six months of the CPCS Theory Test).

The CPCS Red Card is valid for 2 years

To upgrade a Red Card to a Blue Card, delegates must achieve a Level 2 Plant Operations SVQ or NVQ, with the appropriate units relevant to the category, within 2 years of obtaining the CPCS Red Card


Construction Skills Certification Scheme (CSCS)

CSCS is the leading skills certification scheme within the UK construction industry.

CSCS cards provide proof that individuals working on construction sites have the required training and qualifications for the type of work they carry out.

The Scheme keeps a database of people working in construction who have achieved, or are committed to achieving a recognised construction related qualification.

Most principal contractors and major house builders require construction workers on their sites to hold a valid CSCS card.

To obtain a CSCS card candidates need to pass the CITB Health, Safety and Environment test and provide proof that they have had the training and qualifications required to carry out their job.

International Powered Access Federation (IPAF)

The IPAF training programme for platform operators was developed by leading industry professionals. It is certified by TUV as conforming to the international standard ISO 18878:2004 'Mobile elevating work platforms - Operator (driver) training'. More than 100,000 operators are trained each year through a worldwide network of over 600 training centres. Successful trainees receive a PAL Card (Powered Access Licence), a safety guide, a log book and a certificate.

These qualifications are for experienced construction operatives that need to obtain a CSCS card, or simply want to be recognised in their area of expertise. They are also a component part of an apprenticeship programme for new entrants.

Candidates will be required to demonstrate, in a real workplace environment, that they are competent against a set of performance statements.

They are assessed by an occupationally competent and qualified assessor whose job is to work with them and help them gather the evidence required.

Highways Maintenance

These qualifications are for experienced plant operatives that need to upgrade their CPCS red card to a CPCS blue card, or simply want to be recognised in their area of expertise.

Candidates will be required to demonstrate, in a real workplace environment, that they are competent against a set of performance statements.

They are assessed by an occupationally competent and qualified assessor whose job is to work with them and help them gather the evidence required.
